The php-packages files show the php-modules/packages list for:

php-packages.txt:  PHP 7.0.18 (ubuntu 16.04)
php-packages2.txt: PHP 7.1.7  (ubuntu 16.04)

So that you can have a compare-contrast on a working configuration after upgrading from PHP 7.0 to PHP 7.1
